NHS Operating Framework – What about that £15-20 billion?

Yesterday a revised NHS Operating Framework was announced with immediate effect, declaring  greater joint working between PCTs and Local Authorities, removal of process targets which banishes the 18 week elective wait but has held back from the 4hour A&E deadline pending further review. So to the widely anticipated 2/3rds ceiling has been applied to management costs.

There is a few mentions of the efficiency savings to be gleaned over the next 4 years though…only in passing. I am unsure that a “new efficiency and reform” group is the best way to go about finding these.
